FIFA Approves New Rules For Football
The International Football Association Board has officially agreed on a number of amendments and clarifications to the current laws of the game on the 1st of June, 2019.
It is not the first time the game rules have been tweaked, and probably won't be the last as the administrators are constantly working to bring out the best in it.

Some of the changes that were made include:

• Substituted players can leave the field anywhere

When any player is withdrawn or substituted in a match, they'd no longer be mandated to leave the field at halfway line,instead can leave at the nearest point.

• There will be not be any rebounds from penalties

Play will stop for a restart if a penalty is saved or hits the post, which means that there will not be any chances to follow up and score from rebounds, which also means that the players will no longer need to line up on the edge of the area.

• Coaches will receive cards again

It's been done in the past but a discipline of coached changed to simple reprimands or sending of. They'll now be able to receive yellow and red cards like the players too.

• Handballs inside the area

If a goal scored had hit the player's hand, whether voluntarily or involuntarily, it will now be allowed.

• Players can touch the ball in the area after a goalkeeper kicks it out

Prior to now, players couldn't touch goal kicks before the exited the box, but they'll be able to do that now.

• Penalty kicks - Goalkeepers must have at least one foot on the line

According to the new rule, the goalkeeper must have at least a part of one of their foot on or in line with the goal line.
'Allowing the goalkeeper to have only one foot touching the goal line (or, if jumping, in line with the goal line) when the penalty kick is taken is a more practical approach as it is easier to identify if both feet are not on the line,' goes the IFAB’s explanation.
'As the kicker can ‘stutter’ in the run, it is reasonable that the goalkeeper can take one step in anticipation of the kick.'
